Shanna Swearingen spends quality time with two of her children, Lakyn, 4, and Camron, 8, as they munch on their after-school snacks recently at their home in Indian Hills Quincy Housing. Swearingen, a single-parent mom of three with a below poverty-level income, is building her life again after a divorce over a year ago set her back financially.
