Money coming into county races

The campaign money is rolling into campaigns in Adams County races, especially for sheriff and county treasurer. Pre-election disclosure reports filed with the Illinois State Board of Elections show how much money candidates have on hand as of Oct. 3. Candidates are also required to report contributions of $500 or more that were received 30 days prior to the election.

Democrat Sheriff Brent Fischer raised $3,017.27 between July 1 and Oct. 3. As of Oct. 3, his campaign had $11,516.34 cash on hand. Fischer received $267.27  form the Adams County Democrat Central Committee on Aug. 5. He also received a $1,000 donation from Mike McClain on Oct. 14.

Republican candidate for sheriff Jon McCoy raised $19,607 between July 6 and Oct. 3. His campaign had $2,121.09 cash on hand as of Oct. 3. McCoy has received nearly $8,000 from the Adams County Republican Central Committee. He reported a $2,000 contribution from the committee on Aug. 23, $2,000 on Oct. 14 and $3,995 on Oct. 23.

The race for Adams County treasurer is seeing a lot of money coming from the candidates themselves in an effort to replace Adams County Treasurer Jean Reddington, who is not seeking a third term.

Democratic candidate Reg Ankrom raised $13,166.64 between July 1 and Oct. 3. His campaign reported $3,217.56 cash on hand, as of Oct 3. Ankrom loaned his campaign $10,000 and reported receiving a $1,000 from McClain on Oct. 18. He also reported a $1,000 contribution and a $2,543.64 in-kind contribution from former Quincy Mayor Verne Hagstrom.

Republican candidate Terry Asher raised $21,985.34 between July 1 and Oct. 3. His campaign reported $7,775.25 cash on hand as of Oct. 3. Asher loaned his campaign $15,000 over the reporting reporting period. He also received two $2,000 contributions from the Adams County Republican Central Committee — one Aug. 5 and the other Oct. 11.

Both candidates for the vacancy in the 8th Judicial Circuit are also bringing in money.

Democratic candidate Chris Scholz raised $23,407.27 between July 1 and Oct. 3. His campaign reported $7,196.63 cash on hand as of Oct. 3. Scholz received a loan from Charles Simmons of Camp Point for $7,500 on Sept. 20, while contributing $1,000 on July 20. Scholz also gave his campaign $7,500 on Oct. 20.

Republican candidate Bob Adrian raised $17,484.91 between July 1 and Oct 3. His campaign reported $665.57 cash on hand as of Oct. 3. Adrian received three $2,000 contributions from the Adams County Republican Central Committee —Aug. 5, Aug. 13 and Oct.14. He also received a contribution of $5,000 from Nancy Smith of Lake Forest on Sept. 20 and $3,500 from himself on Oct. 1.

In the other countywide races:

• Democrat County Clerk/Recorder Georgia Volm raised $6,203 between July 1 and Oct. 3. Her campaign reported $686.77 cash on hand as of Oct. 3. Volm loaned her campaign $3,455.73.

• Republican candidate for county clerk/recorder raised $5,315 between Aug. 27 and Oct. 3. His campaign reported no cash on hand as of Oct. 3. Schaefer loaned his campaign $1,000. He also received two $2,000 contributions from the Adams County Republican Central Committee.

• Democrat candidate for regional superintendent of schools Donna Hildebrand-Veile raised $6,509.33 between July 1 and Oct. 3. Her campaign reported $4,096.41 cash on hand as of Oct. 3. Veile received $767.27 from herself and $780 from RP&G.

• Republican candidate for regional superintendent of schools Debbie Niederhauser raised $14,397.21 between July 1 and Oct 3. Her campaign reported $5,117.41 cash on hand as of Oct. 3. Niederhauser received a $3,000 contribution from the Southwest Area Council AFT Cope on Sept. 14 and two $2,000 contributions from the Adams County Republican Central Committee.

One week to Election Day

We are one week from Election Day.

Here are opening statements from the Sept. 20 forum at Central High School. Candidates for sheriff, treasurer, county clerk/recorder and regional superintendent of schools spoke at the forum.

Oct. 18 City Council: Sales tax reports show increase from last year

The City Council agenda is posted for Monday’s meeting, and the sales tax reports are in for July of this year.

The sales tax collected $711,878.27 in July up from last year’s $673,389.27, an increase of 5.7 percent.

The home rule sales tax netted $699,338.49 in July up from last year’s $663,389.95, an increase of 5.4 percent.

In 2009, the city received more than $16.5 million in sales tax revenue.

HQBD touts new image campaign during public hearing

When the Historic Quincy Business District presented its plan to renew the special service area tax during a public hearing Monday night, officials touted an image campaign that launched in September.

The image campaign includes TV commercials, radio ads, print ads and window displays/billboards.

The HQBD hopes the City Council renews the tax, which provides the organization about a quarter of its annual budget.

The tax rate is currently capped at 50 cents per $100 of assessed valuation, with $50,000 the maximum the district can receive. The HQBD is looking at dropping the cap to 35 cents per $100 of assessed valuation. For the 2009 tax year, 29.4 cents per $100 of assessed valuation was applied to properties.

Aldermen cannot consider the request for 60 days. The first regularly scheduled meeting to consider renewing the tax would be Dec. 6.

The tax is applied to 200 owners of 382 properties.

The 10 biggest payers of the tax are:

• Quincy Medical Group- $9,673.46

• Mercantile Bank (because of trusts it holds)- $3,060.63

• Quincy City Center Hotel- $2,864.85

• Quincy Newspapers Inc.- $2,366.94

• Sunset Home- $1,865.36

• Carson Apartments- $1,232.69

• Maine Center- $1,210.02

• Lincoln-Douglas Apartments- $1,166.34

• Blessing Hospital- $1,118.61

• First Mid-Illinois Bank $879.79

Public hearing for HQBD special service tax
Monday before City Council meeting

Before City Council meets Monday night, a public hearing on renewing the public service tax in downtown Quincy will be held.

The tax generates $50,000 — the maximum allowed — for the district annually. It is applied to about 300 properties.

The tax currently is capped at a rate of 50 cents per $100 of assessed valuation. For the 2009 tax year, 29.4 per $100 of assessed valuation was applied to properties.

The district is asking the rate be capped at 35 cents per $100 of assessed valuation.

The public hearing starts at 6 p.m. in the council chambers.

Besides the public hearing, the agenda for Monday’s City Council meeting looks pretty light.

The monthly public forum is scheduled and the council will consider the low quote of $7,842 for 300 five-foot curb boxes with 42 inch rods for new services and replacement of existing services from HD Supply Waterworks of Washington, Ill.

Oct. 4 City Council Meeting
